Scan of Region 1 State Literacy Priorities - Current

To address the persistent need for improved literacy outcomes, all Region 1 states are focusing on literacy as a priority. Recent efforts include enacted laws attending to literacy (Maine, Massachusetts, Vermont), redesign of state literacy plans (Maine, Vermont), dyslexia-focused laws and guidance (Maine, Massachusetts, New Hampshire), professional development initiatives to build educator and leader capacity (Massachusetts, New Hampshire), and investment of state, federal, and federal emergency relief aid for literacy initiatives (Maine, Massachusetts, Vermont). R1CC is conducting a scan of national and regional state policies and funding for learners aged 3 through Grade 12 related to literacy outcomes. The scan deep-dives into R1CC’s four states in the region: Maine, Massachusetts, New Hampshire, and Vermont—and summarizes state-level policy trends across the United States.
