The SIPPS program provides research-based intervention for striving readers in grades 4–12 who need to develop accurate and automatic word recognition skills. The program provides explicit, systematic instruction in phonological awareness and phonics. The instruction is accelerative, ensuring students gain mastery of skills and efficiently close the gap so they are able to engage in grade-level reading. SIPPS aligns with the MTSS framework as a Tier II intervention. When student data warrants the need, embedded options for intensification make SIPPS effective in Tier III as well. The program is designed for direct instruction in a small-group or individual setting; it may also be used in a tutoring setting.

The SIPPS program is a standards-aligned, systematic foundational skills program that helps readers in grades K–12 achieve independent, fluent reading through the development of accuracy and automaticity. SIPPS develops word-recognition strategies, phonological awareness, and phonics skills that enable students to become independent, confident readers and writers who can make meaning of increasingly complex texts. It has the potential to provide accelerative remedial instruction in foundational skills at the student’s point of need.

Developed by Dr. John Shefelbine, the SIPPS program supports decoding development across three phases—the simple alphabetic phase, the spelling-pattern phase, and the polysyllabic/morphemic element phase. For students in grades 4–12 in need of early foundational skills, SIPPS Plus and Challenge offer a respectful and age-appropriate method for accelerating learning. The phonics continuum provides a visual of the information explained below: 

  • SIPPS Plus is aligned with state standards for foundational skills typically acquired in grades K–1. It was specifically designed to provide intervention for students in grades 4–12 who need decoding support in the simple alphabetic and spelling-pattern phases and high-frequency word instruction.
     
  • SIPPS Challenge Level is aligned with state standards for foundational skills for grades 2–3. It has the potential for use as intervention in grades 2–12 and includes a focus on polysyllabic decoding, morphemic roots, prefixes and suffixes, and high-frequency academic vocabulary. 

The SIPPS program is recognized by Evidence for ESSA for meeting evidence standards for Level 2 (Moderate). The program’s evidence base and a collection of research are available on Collaborative Classroom’s website.
